Ok, this was harder than it looked Amy! My initial thought before really looking at the photo was female harrier, but I think the face lacks that facial disk they have. So after looking at it longer I thought maybe a juvenile buteo of some sort. The light eye, the lack of streaking under the neck, the blackish primaries, and the pale yellowish legs led me to my final choice.

My guess is juvenile Red-tailed Hawk. =)
